At the shelter of the NGO “Peaceful children home 2” in Battambang city, northwest area in Cambodia, No answer from Miss. Chang too. “She is one of the victims of trafficking. she cannot still talk and has no memory with the cause of a trauma”, the person in charge of the NGO said.
She is assumed to be 16 years old. She was forced to do prostitution in Thailand, and saved by the police, having lived in this home with other street children and orphans.
The civil war had continued for more than 20 years. At rural areas, the child trafficking, to the domestic city and another country, has been rampant, because of poverty. Children are forced to do prostitution, begging, fishery, selling flowers. Their earnings are exploited by the trader, and they spend with scare. More than 800 children a month are sold to Thailand.
Cambodian government made the agreement with Vietnam to eradicate human trafficking. the brothel in the capital, Phunon phen had been shut up.
To protect children in rural area, NGO “Knk” educate saved children and give them job training. NGO “C-rights” started the project “Cow bank” at the village near the border to Vietnam. The system that children can get a calf, the cow they breed bears.
“But, the number of victims doesn’t reduse. They just avoid the eyes of police.” says Machiko Kaida, a representative of “C-rights”.

 

 

緑に囲まれ、のどかな雰囲気のカンボジア北西部バタンバン市郊外のＮＧＯ「ピースフル・チルドレン・ホーム２」。笑顔もなくおぼつかない様子の少女が気になった。「チャントゥーさん」。声をかけたが、返事はなかった。「彼女も人身売買の被害者の一人。心的外傷で今もしゃべれず、記憶もないのです」と施設の責任者が言う。推定１６歳。タイに売られて売春させられていたところを現地の警察に保護された。２年前からストリートチルドレンや孤児らと一緒にこの施設で暮らす。２０年以上にも及んだカンボジアの内戦。荒廃した農村部では、貧困が原因となってこの１０年以上、国内の都市や海外のタイ、ベトナム、マレーシアなどへの、子どもたちの人身売買が横行する。児童売春だけでなく、漁業、花売りや物ごいなど業種も様々だ。稼ぎは業者に搾取され、暴行におびえながら暮らす。タイへ売られる子どもの数だけでも毎月８００人以上。エイズウイルス（ＨＩＶ）に感染するケースもある。国際的な非難の声に政府は２００４年以降、タイとベトナムとの間で、人身売買撲滅の協定を結んだ。首都プノンペン市の児童売春街は閉鎖され、表向きは改善された。

「貧困にあえぐ農村部の家庭の子どもたちを守らねば」。バタンバン市では、ＮＧＯ「国境なき子どもたち」が、保護した子どもに教育や職業訓練を施す。ＮＧＯ「国際子ども権利センター」（代表・甲斐田万智子）は、近年人身売買の被害が多いベトナム国境近くの村で、「牛銀行」を始めた。飼育する親牛が生んだ子牛は、自分の財産となる制度だ。「しかし、人身売買の被害者は減らない。警察の目に届かないところに潜っただけ」と同ＮＧＯの甲斐田代表は依然警戒する。クメール語の「チャントゥー」は、お祈りの時に供える仏前花。保護された少女は自分の名前さえわからず、皆に愛されるようにと願って、名付けられたという。今は、施設で同じ被害にあった子どもと遊びながら、時折笑顔も見せるようになった。時とともに、彼女の苦しみが少しでも癒やされてほしい。内戦終結から１６年、彼女の過酷な運命を思いながら、外国人の私はそう願うしかなかった。
